The Côte d’Or Education and Health Hub is entering a crucial phase with the upcoming infrastructure works. Recently, Landscope (Mauritius) Ltd announced that this marks a significant milestone for the Côte d’Or Smart City. Covering 157 acres, the government aims to establish this hub as a leading regional center for education and health.
Investment in Education and Health Facilities
Landscope (Mauritius) Ltd, the state-owned project manager, oversees the investment. This includes building an AYUSH hospital, a cardiac center, a modern medical warehouse, and a national laboratory. Several higher education institutions will also set up campuses in this hub, emphasizing the commitment to education and health. These include the University of Technology (Mauritius), the Open University of Mauritius, the Mauritius Institute of Education, and the Academy of Design and Innovation. The goal is to finish the infrastructure by the end of 2025.
Tender Process for Education and Health Infrastructure
Last year, Landscope (Mauritius) launched a call for tenders for installing sanitation, electricity, water, and telecommunications networks. The tender process ended in February 2024. At that time, they expected to invest over Rs 100 million for preliminary works. These works include creating several kilometers of roads, two roundabouts, and a 2.6 km telecommunications network.
Integral Part of the Smart City for Education and Health
This hub is a key component of the Côte d’Or Integrated Smart City project, which spans over 920 hectares (2,179 acres). Additionally, the government plans to inject over Rs 20 billion into this initiative by 2026. This funding will cover public infrastructure and extend the Metro Express to Côte d’Or.
Health Sector Developments in the Hub

In the health sector, a major project is the construction of a 17,000 square meter cardiac hospital costing Rs 1.6 billion. Furthermore, a medical warehouse for the Ministry of Health is planned, with an estimated cost of Rs 2.2 billion. A national laboratory, spanning 10 acres, will also be built with an investment of Rs 1.2 billion. This laboratory will enhance national diagnostic and research capabilities.
Education Initiatives within the Hub
On the education side, several institutions are preparing to establish themselves in this new hub, showcasing the focus on education and health. For instance, the Open University of Mauritius plans to begin construction on its headquarters in June 2024. Moreover, the campus of the University of Technology (Mauritius) will complete by December 2024, with a total budget of Rs 2.2 billion. Additionally, the Mauritius Institute of Education (MIE) will build a 10-story building with a budget of Rs 1 billion. This facility will train Mauritian and regional teachers.
Efficient Ministry Operations for Education
The Ministry of Education will also acquire a new headquarters, the Education House, which will cover 7.5 acres. This building will centralize all ministry services for greater efficiency. It will also integrate the Academy of Education Professionals (AEP), which focuses on teachers’ professional development.
Innovation in Creative Industries in Education and Health
The Academy of Design and Innovation, an eco-campus on 10 acres, will offer training in design, graphics, fashion, jewelry, and crafts. The goal is to create an environment that fosters research and innovation in the creative industries, aligning with the education and health focus of the hub.
Long-term Strategy for Education and Health Development
The Côte d’Or Education and Health Hub, with a total investment of Rs 15 billion, aims to transform Mauritius into a key player in education and health on a regional scale. All infrastructure is scheduled for completion by the end of 2025.
Côte d’Or Technopole
In October 2023, the ‘Côte d’Or Technopole’ was launched as part of the ‘Côte d’Or Smart City’. Landscope (Mauritius) is developing this area over more than 143 acres. The ambition is to create a new economic hub in the Côte d’Or region, with an estimated investment of Rs 25 billion.
Once fully operational, the ‘Côte d’Or Technopole’ will accommodate more than 15,000 people.
